Established as a county during the Qin Dynasty, Huai'an is the birthplace of the Qingliangang Culture and a pivotal site in ancient grain transport. Historic sites include the largest existing prefectural office in China, Zhenhuai Tower from the Ming Dynasty, Wentong Pagoda from the Song Dynasty, and the Zhou Enlai Memorial Hall.
A national 5A-rated tourist attraction, the building features an outer square and inner octagon, symbolizing the Premier's spirit shining across China. It houses over 10,000 historical artifacts, including manuscripts and photographs.
